Emergency Management can be defined as: 

"the preparation for and the carrying out of all emergency functions necessary to prevent, prepare for, respond to, recover from, and mitigate emergencies and disasters caused by all natural, technological, or human-caused hazards. Its’ overarching goals are to save lives, prevent injuries, protect property, and protect the environment." 

Several entities make up the structure of Emergency Management in the United States.
