[ARCHIVED] Hwy. 60 Project - Week 16: Phase 1 open to traffic

The City of Faribault and its project partners intend to send out and publish a weekly construction update on the Trunk Highway 60/4th Street NW Reconstruction Project. To receive the newsletter, see instructions at the bottom of this post. 

Previous Week Review 7/27/19 to 8/2/19

Construction crews finished underground utility work through the 5th Ave. NW intersection and completed a good portion of the watermain and sanitary sewer in the 500 block approaching 6th Ave. The first two of three lifts of bituminous pavement were also placed from 2nd Ave. NW through the 4th Ave. NW intersection and all of the concrete sidewalk on the west end of the job in Phase 4 from Hulett Avenue to Irving Avenue was completed except for the tie-in at Irving Avenue. The realigned 5th St. NW intersection with Irving Avenue is also scheduled to be paved by the end of the day Aug. 2.  Crews are also scheduled to mill off the old bituminous surface from 6th Avenue to 8th Avenue as well. The traffic controls system at 2nd Ave. was also installed and should be operational under a flashing red condition sometime next week.

Next Week Look Ahead 8/3/19 to 8/9/19

Phase 2 work is scheduled to include completion of the construction of the underground utilities through 6th Avenue NW with the goal to have all the roadway drain tile, sand and gravel installed through the 6th Avenue NW intersection by the end of next week. Crews are also again scheduled to begin working on the median improvements on the west end of the job between Hulett Avenue and Irving Avenue and will begin removing pavement from 6th Avenue to 7th Avenue to allow underground utility work to start the following week.

General Traffic Control/Detour Notes 

During the duration of the entire project and through the entire project limits which extend from Lyndale Avenue/TH 21 on the west end to Central Avenue on the east end, through traffic will be detoured off TH 60 and rerouted along 2nd Avenue NW, TH 3/20th Street NW and TH 21 (see detour map below).  Portions of TH 60/4th Street NW within the project limits may be signed “Road Open to Local Traffic or Road Closed to Thru Traffic” or something similar.  Please keep in mind that “local traffic/access” is defined as having direct access on TH 60, or having business with someone or a business who has direct access on TH 60.  If you do not fall into either of these two categories, you should not be on TH 60 within the project limits at any time.  Travel on TH 60 within the project limits should take place only when there is no other possible alternative.  Also, please be respectful of private property and do not use private property to “short cut” the detour route.   

Pedestrian traffic will be maintained to the maximum extent practical to provide access to businesses and residents who have access to TH 60; however, other portions of sidewalk will be closed to facilitate construction work and those sidewalks will be detoured along an alternate pedestrian route (typically around the block).  Please review the link to the FAQ above for more information about access during construction.

Phase 1 Access Notes: 

Phase 1 is open to traffic. The intersections of TH 60/Central Avenue and TH 60/2nd Avenue are open under flashing red conditions (4-way stop). Please pay attention to traffic control at the intersections.

Phase II Access Notes:

Currently 4th St NW/TH 60 is closed between 4th Avenue and 6th Avenue NW for Phase 2 construction. The roadway from 2nd Ave through the 4th Avenue intersection will be opening to traffic on either Friday August 2nd or Saturday August 3rd. The intersection of 4th Avenue NW will see intermittent partial closures over the next couple of weeks to allow crews to finish the sidewalk and signal work. Please pay extra attention when traveling through this intersection as the closures may change regularly. The roadway will remain closed from 4th Avenue NW through 6th Avenue. Access to properties and businesses within this phase will be modified as shown on the attached maps.

Phase III Access Notes:

4th St NW/TH 60 will be closing from 6th Avenue to 7th Avenue NW for Phase 3 construction likely sometime next week. Until such time TH 60 will be open from 6th Avenue to 8th Avenue on a grooved surface. The intent is to progress into Phase 3 one block at a time, so the intersection of TH 60 and 7th Avenue is scheduled to be open for north/south crossing while work on the 600 block commences. Traffic is permitted on the avenues on both sides of TH 60 up to the construction project limits. On-street parking on the avenues is also open. If your business is on or near the project limits and you need assistance with maps to post at your business or on your business website to direct traffic to/from your business, please contact the City Engineer.

If there is a non-life threatening emergency within the construction limits (such as loss of water) outside of normal business hours, please call police dispatch at 507.334.4305 and they will contact the appropriate parties.
